On my 31 Chevy Coupe, I know that two holes on the back of gas tank cover are for the bumper bracket, and there are four holes for the trunk rack, but what are the two holes for in the middle of the back of it? Are they for the rear mounted spare? When using sidemounts would they be plugged, or are bolts screwed into the holes to fill them, or...?

they are indeed for the rear mounted spare bracket. I would guess there would be bolts installed either way.

I have those round head slotted bolts NOS if you need them. These are plated bolts and probably not painted originally.

the fasteners are 3/8-24 fine thread

They are actually BIG round head machine screws. Most you find on restored vehicles are painted but I could not argue with plated ones either. Guess it would depend on if the side mount fenders were dealer or factory installed. If factory they might be painted. Supplying painted ones to dealers that would retain the black paint through shipping, parts bins, etc. might be a problem so plated likely supplied to dealers. Just speculation as I don't have proof either way. Have not studied factory photos, film strips and other period photos on that issue. Don't trust "factory photos" as the were often retouched or parts finished so they would look better in the photos or prototypes or preproduction models were also used.

Well, thanks to Chevy B, I now have the correct screws, but how about washers? Are they supposed to have a flat washer under them and a lock washer to secure them?
