My body has been resting on my frame for several months. The bolts were installed but have not been tightened. Today I thought I would begin tightening them to about 10 pounds. What should I be thinking about as I tighten them? When should I be using a shim? What is a good final torque number.

First there should be a rubbber insulator pad between the frame and body. Tighten bolts evenly and do not use shims unless there is an excessive gap between the frame and body at a location.. Then if doors are out of alingment and adjusting them does't help add shims in the correct locations.
I would use about 30 foot pounds for the torque.
