I'm not sure what you mean by cables. Heaters (most) of that time period had no cables to control amount or temperature of the air being expelled by the unit. Since your unit has 2 hoses going upwards I would assume they are the defroster hoses. You might have to close the doors on the box to force air up those two hoses. I am assuming there is a blower motor attached somewhere to the box and a switch of some kind to turn the fan on. There most likely is (or was) a shutoff valve in a hose to control the amount of hot water going to the heater.

I agree with Dick’s description. That appears to be some type of aftermarket universal fit heater box.
Those hinged doors direct the air and to some extent control the amount of heat coming into the cab.
