When running engine i am getting 15 amps reading from amp meter.
However when i put a multi meter on the battery the voltage readings are erratic and not static. When engine is not running it reads 6.5 volts and cut out goes back to zero on amp gauge.
Why does this occur?

Welcome. I'll move this to the 6v electric forum to get you a wider audience.

If you are using an electronic meter as apposed to a plain analog movement, the electronics is probably reacting to the electrical noise that the regulator points are generating, opening and closing. I have had that problem with some meters. The cheap analog meters don’t do that.
