see what amp the horn switch/horn is. want fuse to blow before horn switch/horn burns out.

It's an original horn to the 31 Independence. Not certain what amps it is. It either had the fuse link taken out at some point or maybe it never had one?

never had one :)
only 1 in the entire car at least for the 1929 and it is the one in the backside of the light switch

Asked around and a previous vintage Chevy owner said horns from that era draw 5 to 10 amps. Assume a 10 amp in-line fuse should suffice.

I had the same problem with the horn blowing when I turned the wheel. I also noticed the button wasn't coming back up very well. I couldn't find an appropriate ball as m006840 suggested, so I tried cutting a thin section off some Foam Tubular Pipe Insulation I had left over from a Lowes purchase. Once I cut the thickness, I trimmed around it to get to fit. Seems to be working great. Might take a couple practice pieces to get the right amount of sponge and lift. I made mine on the thinker side. I need to press a little harder for the horn to work, But I figure it will ease with time.
