The generator does not charge at idle speed. It actually discharges and the cut-out in the voltages regulator (points open) to prevent the generator from draining the battery.
If the battery is low it will take some time to get the battery up to 7.3 volts. It takes twice as long for a 6 volt battery to charged fully.Your generator shoud produce a maximum of 35 amps full load.
You have to get up to about 1500 RPM to get full amps from the generator..

I would agree that the cables are probably the problem I was in the garage today and found the following. Kind of long.

12/1/18 Checked 3 starters I have for 46, 47 and 48 and none of them have the terminal on the side. 46 PU has a ground wire from the distributor to the starter housing. 48 Battery ground wire goes to the clutch housing and is bolted to a separate threaded hole. 46PU Battery ground is bolted to the transmission top cover. This is a four speed.
Spare 47 engine has a tag on the starter
and also has the extra hole like the 48.
48 generator has a stenciled number on it. The 46 PU generator has a tag on it.
Seems like I seen some starters and generators with the part number stamped into the housing. But I haven’t found one in my spares.

Considering the starter is the biggest current draw I would connect the ground cable to the starter bolt and not the front of the engine. The shorter the circuit the better especially with only 6v system. There is nothing wrong with adding a 2nd ground from the body if desired.
