In Florida had to go through the DMV VIN verification also. In NYS there is no physical check performed at all. This process was all new to me and I had asked the officer who performed the check as to reason why. He told me that Georgia had/has a reputation as a title "wash state" and because they were a boardering state this was a way to control it. So as it was explained the paperwork for car would come to Georgia from another state get titled and then get titled in Florida without physically ever going to any of these states, then get sold in the state it was in with Florida paperwork, with no liens on the new title.
In NY they don't perform this, but they have state inspections every year where the vehicle has to physically be present. They don't check the VIN but they scan your registration sticker bar code, which has to match the vehicle year and plates on the car, if not no inspection is given and the car is flagged at DMV. Your not going to ride around with an exprired sticker for too long, without getting pulled over. Every time I had to register a car I purchase in NYS from out of state it took close to 90 days before I received a transferable title (post 1973) or registraiton (pre 1973) back from NYS. They only give you a 90 day sticker for your windshield, the perminant arrives with the new title. Thats where they are supposed to run the VIN. There are so many tolls around here the cops just sit at the toll plaza looking for expired stickers of both inspection and registration as you crawl through. I was shocked in Florida that I could get a title that I could transfer that same day.

NYS is on top of their game, it appears.

The latest '51 purchase from my buddys' estate in New Mexico made a believer out of me, as Georgia being a "wash state".

We drove the car to the GA tag office for inspection, so we thought. Actually drove it for no good reason.

I had my properly signed New Mexico title with me, showing me as the new owner. I had the car in the parking lot.

I gave the tag office the title, told them the car was in the lot for their inspection.

Naw, they don't inspect them, so I was told. They copied info from the New Mexico title, then gave the same New Mexico title back to me to keep, after copying their info.

I was charged $5.00 for the new registration and $20.00 for the new GA license plate sticker.

All done, on my way.

Could not believe the system was so lax.
