All,
Dave C asked me to kick off a discussion about (individual) tours to (and from) the Anniversary Meet in 2016. The Touring Committee is currently looking at a proposal to relax the rule regarding a minimum of 2 cars constituting a tour and allowing a solo Chevrolet to count Passport miles.
With the 2016 Meet at Lake Tahoe, we hope to have many members actually drive their Chevys to the meet. In fact, Meet Chairman Dave Cufr is contemplating a Hwy 50 Tour promotion.
What the Touring Committee is considering could be very good for the upcoming 2016 Meet in that it could generate a lot of interest in getting members to consider driving to Lake Tahoe. If they can count "home-to-meet" miles- even as an individual, "solo Chevrolet", we may see greater participation at anniversary meets, and in the Touring Program.
Here are some things I think we should consider for 2016:
1. Endorse the concept of a "solo Chevrolet" being allowed to count Passport Miles. Even though a single Chevrolet is traveling to the meet, it's still an organized event. That member still stops for gas, meals and lodging and interacts with the public along the way. True, there is more attraction with more cars, but nonetheless, we do have solo drivers that travel to events.
2. For the 2016 Meet at Lake Tahoe, recognize and reward all Chevrolets that drove. This is separate from the Touring Passport Program- it's actually a parallel program- meaning a member that doesn't participate in the Touring Passport Program will still be recognized and rewarded at Tahoe. Create a window decal with something like "I DROVE MY CHEVY TO LAKE TAHOE". The reward, "I Drove My Chevy"(decal/cling, magnetic sign, whatever) could go right into the member's packet. An additional mention at the Welcome Ceremony and/or Banquet would also be good.
3. Make the AM registration form the means for sanctioning (all) and to validate the participants in this program. No 10.4 required for a tour to and from Lake Tahoe. Post event, a member would enter his miles in his Touring Passport (to and from). Later, when the members sends in his request for a Touring Award or mileage tab, Dave C would verify the mileage by referencing a list from the Meet Registrar of those members who checked the "I plan to drive my vintage Chevy to the Meet" box. If they had a Chevy there, that's proof they got it to the meet- presumably driving it. I think streamlining and simplifying the process may get more participation in the Touring Passport system with regards to anniversary meets.

I briefly outlined this idea at our car club breakfast this morning with 6 other VCCA members in attendance. 1. The number one thing that they said was "Don't require a 10.4 approval form!!". 2. My personal observation is that we treat "judging" differently at an Anniversary Meet (ie. It does not count toward Class progression) -- so why not offer a different form of "Touring" award for everyone that drives to the Anniversary Meet? I think that this is on the right track. -->Be visible and promote the club to the public. Back-off on the bureaucracy.

FYI. Judging at Anniversary Meets is now exactly like any VCCA National Meet. We award Juniors, Seniors, Preservation Boards, Mini's etc. at Anniversary Meets. We have CDPC and also HPOCF classes. I personally received by second CDPC award at the 50th Anniversary Meet in Flint.
Years ago, Judging was different at Anniversary Meets. At those previous anniversary meets, participants did not advance in the VCCA judging process. For example, at the 40th Anniversary Meet in Springfield, MO, I received Second Place for the second best 1940 Chevrolet in Springfield out of a field of 7 1940 Chevrolets. In Springfield, I did not receive a Preservation Mini even though I had a Preservation Board for this car.
As far as Touring goes, we need to figure out a way to encourage everyone to drive their vehicle while at the same time making any paperwork required to be either simple, minimal or not required for an anniversary meet.

Thanks Dave. A couple of guys have contacted me to clarify why I received a JUNIOR oval at the Flint Meet. Apparently the judging rules changed just in time for the Meet, but not for the Judging Manual.
I always thought that it was a little strange that the Anniversary Meet was "different". This certainly is simpler now having the rules consistent for all Meets.

The Official Judging Manual for the 2011 50th Anniversary Meet and ALL other current VCCA Nationally Judged Meets is the Gold covered 2011 Judging Manual. On page #3 of the manual it says:
The policies and procedures in this manual are to be used at all VCCA nationally sanctioned Area and Anniversary Meets.

I sort of like the idea of treating anniversary meets differnt regarding tours. Trying to do 10.4s for solo cars would be a challenge if the AD were having to be involved. Mabye a check box on the registration form of do you want credit for tour mileage on your passport? Enter miles?
However, its done, this is a great idea and a good way to promote the touring program!

I have chatted with Dave C. about this option. We will come up with a way to enter this during registration. I think having info in the G&D about offering this will help too. Say you have a tow vehicle (CHEVY or GMC) and you are driving to the Meet, should you be able to get the Touring mileage? I would say YES. We will discuss it more and come up with an announcement in the G&D and figure out a process to deal with those in the Passport program and how to handle those that are driving and currently do not have a VCCA Passport. This could cause a flood of Passport requests so we need to be clear when we explain the options to members.

55th Anniversary Meet / Tahoe Committee
Topic: - Single Vehicle Tours round trip to the 55th Anniversary Meet - Recognition Decal for vehicles "Driven to the 55th Anniversary Meet - Advertising / Education - Join along the way Tours
We would like to submit the following proposals for approval.
1. Single Vehicle Tours Endorse the concept of a "solo Chevrolet" being allowed to accrue Passport Miles. Even though a single Chevrolet is traveling to the meet, it's still an organized event. The Meet registration process will collect the 'vehicle driven' information from the member when they complete their registration form. The Meet registration process will generate an 'Automatic 10.4' the data will be sent to Touring Committee Chair, Dave Cavagnaro for manual entry into the Database. The registration form will be the means for sanctioning and to validate the participants in this program. Note: Area Director approval is not required. Post event, a member would enter his round trip miles in his Touring Passport. When the members sends in his request for a Touring Award, to the Touring Committee, the Touring Committee would verify the tour by referencing the Tour Database of those members who registered as driving to the meet. Having 'Solo Chevrolet' tours and streamlining and simplifying the process should get more participation in the Touring Passport system with regards to anniversary meets.
2. Recognition "I Drove" Decal The 55th Anniversary Meet at Lake Tahoe, will recognize and reward all Chevrolets (including all years) that are driven to the meet. This is separate recognition from the Touring Passport Program- it's actually a parallel program- meaning a member that does or does not participate in the Touring Passport Program will be recognized and rewarded at Tahoe. Create a window decal with something like "I DROVE MY CHEVY TO the 55th Anniversary Meet at LAKE TAHOE" (The design and cost will be submitted for approval at a later time). 4. Join along the way Tours Dave Cufr is looking at the possibility of having tour routes advertised so members would be able to 'Join along the way'. This would require a 'Join along the way Coordinator'. The information about members driving could be gathered from the 'Automatic 10.4' referenced earlier. However the Coordinator would have to manually contact the members to determine if they are interested in having others join them along the way, determine tour routes, dates, etc, They would then have to advertise the tours and put the members into contact. While this is a commendable thought, We believe it would be difficult to administer.

Thank you for the time and effort that you have put into this plan! I am excited for this to get members interested in “Seeing the USA in their Vintage Chevrolets” in route to Lake Tahoe. I and others on the 55th Anniversary Meet team will work with what you have developed and incorporate it into our planning for the Meet. We will look at it to see if it feasible to have possible tour routes advertised so VCCA members across the country would be able to 'Join along the way' to “expand the adventure” of driving to the Lake Tahoe Meet. I have started to work with Kate Sullivan to schedule of future G&D 55th Anniversary Meet articles, I would like to coordinate the ads and articles you desire to publish in the G&D with other articles on the Anniversary Meet. Again thank you for the opportunity!
