Either you or I or both are missing something. There are two rivets on the top of the frame rail that secure the top of the front cross member to the bottom of the top side of the rail. The cross member attaches between the top and bottom legs of the C shaped rail. I took the measurements from the outside and inside lip of the frame rail between those two rivets. It is too late to go outside and measure the distance from the front frame horn to the front edge of the front cross member. I would guess that distance is ~18"

Chipper: I think I understand now, I have been using the rivets and measuring from ctr. to ctr. and you have been measuring the inside of the frame rail at the rivet location. Right?
