Bill,There was a kit made years ago to eleminate the vac. shift. It was not made by Chevrolet and was difficult to adjust and seldom worked well.I see them on eBay from time to time.Try to lubricate you present shift cylinder. The instructions are in the shop manual.Removal is necessary.Hydralic jack oil is used. Also cleaning the air cleaner may help-its in the frame.I don't know if removing the hose from the top and adding some oil will get the oil into the cylinder. It would be an easy test.(don't run engine -it will suck it out right away)

Hi bills396,

If you can't get it to work, remove it and ship it to me, and I will rebuild it.
