I found a 38 master deluxe for sale, so i tried running the vin to get the car info without any luck, so hopefully someone on here would know by the vin #. The # is 21ha 0428723 , any help would be greatly appreciated

They did not have vin numbers in 1938. The number listed is the serial number. It translates to 21 = assembled in Janesville, Wi, HA = 1938 Master Deluxe, the number s the production sequence number.
Prior to 1955 most states registered vehicles by the engine number, The 1938 engine number is STAMPED into the block-on the ledge behind the distributor. 1938 engine numbers ranged from 1187822 through 1915446 for engines made in Flint and B-1 trough B-10502 for engines made in tonawanda, NY

The only part Gene left out is the month of production which would be the 04 = April 1938. 21 HA 04 then the build sequence number.

I got the rest of the numbers today, 381011, body J17706,trim #70, paint #228. I would appreciate someone's help decoding thanks

381011 = 1938 Master deluxe 2 door with trunk J17706 = body made at the Janeville Fisher Body plant and the number is the production sequence number for that body style and at that plant. 228 = Brookwood biege metalic paint 70 - interior upholstery, tan mohair material
