The "winged wheel" emblem goes way back in Indianapolis history before its use on the 28 chevy radiator. It was used by the Indianapolis Brewing company on the bottles back to the early 1900s to late 1800s as a tribute to the Indianapolis wagon/buggy making industry which was huge. It basicly signified "swifter progress with wheels". The wings may represent The God Mercury and the wheel to bring about Mercury like swiftness. It was then adopted by the Indianapolis Motor Speedway. Since the Cheverolet bros were fixtures in Indianapolis with thier machine works building fronty engine parts and at the speedway racing it is possible that someone in the chevy design or in marketing figured they would use the logo on the chevy radiators. I would take a wild guess here, but I bet if someone dug around a bit they might find a lawsuit where the speedway OR Indianapolis brewing company sued Chevy over it and it was settled out of court quietly and forgotten about.
