i've been told that small round plates were used on the outside of disk wheels before they were bolted onto the drums or hubs? is this correct?? thanks n j horst

Yes that is correct they were a donut ring made of about 3/16" steel plate. They went on after the wheel disk to add additional strength where the lug nuts went on.
