What is the air directional panels for that are installed in front of the radiator. There is one at the top and one that that go below the grille panels between the grille half. I am looking.to find information. on them,

I think the vertical panel that mounts between the grill halves is cosmetic only. It adds a finished look to the grill area if viewed from the side. The empty space between the grill bars is a distraction from the side view if the vertical panel is missing.
The lower baffle (inside the chin below the grill) and the top panel are required to help cool the engine by directing airflow through the radiator.
The engine side pans also improve cooling as they help the fan to move air most efficiently through the engine bay.

The verticle divider behind the grillle helps to diect air to the radiator in cross winds.

I agree with the comment directing air thru the radiator. I have one 1938 coupe with a upper deflector and horizontal deflector mounted between the grille half's but does not have a lower baffle. I am trying to determine if there is a lower one. I see on Ebay that there is offer to sell upper and horizontal but no lower. My question is there a lower deflector or not. A picture would help if there is.

This eBay listing (not mine) shows the lower baffle. It is the curved panel with an opening for the hand crank.

This baffle directs air to the radiator and if it is missing the area behind the sheet metal chin panel under the grill is open and a lot of air would go under the car rather than to the radiator for cooling.

I have one 1938 coupe with a upper deflector and horizontal deflector mounted between the grille half's..... I've never seen a horizontal deflector between the grill halfs, especially since the halfs run vertical. I have some pictures on my other computer I can post tomorrow.

1938 trucks have the vertical panel. I never thought about it, but it might be cosmetic as mentioned above, so you can't see through the grille from the side.
