I finally was able to drive my 1948 Chevrolet Fleetmaster Woodie and when I upshift from 1st to 2nd it grinds and also when I downshift from 3rd to 2nd it grinds. Any idea on what the problem is?

You have a worn out synchronizer. The only fix I know of is to replace it with a new one!

You can double clutch it and it shouldn't grind. Does it still have the vacuum shift on it.

Yes, I was told it still has the vacuum shift on it.

The cars with vacuum assisted shift caused the synconizers to wear faster as it placed more strain on them. The 1949 and up used the same syncros. and never had the problem.

Agree. Synchronizer. Had the exact same problem a few years ago.
Jayhawker (on YouTube) has a wonderful set of videos about rebuilding that transmission.
I found a donor transmission and rebuilt it in my basement. On a Saturday I took out my old transmission and put the rebuilt one back in on Sunday. Drives like a dream now. The donor transmission made it so I wasn't out of commission for so long, and assured me I wasn't going to make things worse.
