Some of your problem could well be wheel alignment, check the caster and toe in of the front wheels. If you have the wrong spindles it will affect the steering as well. A quick check is the king pin centre line should hit the road surface close to the centre line of the tire tread.
There isnt much you can do with the camber without heavy duty tools. Looks like factory wheels so wheel diameter wont be an issue as that has similar effect as you describe.

I would began by overhauling the steering gear,\
Sector shaft kits pop up on Ebay...fit 1936 Standard only.

Was the steering effort easier before you installed the new kingpins and bushings?

I assume that the car has a straight axle because it is a standard. I do not have access to a '36 shop manual. Does it have floating bushings for the kingpins or do they need to be reamed to size?

To test if the steering is requiring high effort jack up the front end by the axle and get the wheels off the ground, The steering wheel should turn with no effort, If it doed not diconnect the drag link and the test both the steering gear AND swiveling the front wheels by hand.
