Gas gauge on my 31 Independence was erratic so I ordered a new float. Come to find it has two mounted on the rod. Is that normal or did someone retrofit it at some point?

It seems they came both ways not sure when the change was made. I have seen both.

I don't know when the change was made from the sending unit with two floats to the single float type. My best guess is early 1931. The former has a larger plate that screws to the top of the gas tank. The Filling Station sells replacement sending units. Be sure to tell them if the large or smaller plate.

The two cork floats were mounted on the rod in tandem. Both had dissolved almost entirely. Ordered the neoprene replacements from Spruce Aircraft. Much cheaper then the Filling Station.
