Update: Today was my day for success. I didn’t ground off anything but I did clean off the threads on the lower hub housing of a bit lubricant that I thought would help with the adjustment. Lub and a bit of rust I removed may have acted as an insulator, stopping the short needed to complete the circuit.
So for the 4th time I removed the steering wheel and cleaned things up and reinstalled everything and the horn works perfectly! I torqued the wheel to 30’ lbs.

Yes that’s what I did for my test. A bit of lubricant on the lower hub housing and rust on the threads I think was the culprit. Cleaned up and it works great now. Quite a distinctive sound.
