The bushing in the steering mast is worn down in the straight position. Best fix is a new bushing.

If it only contacts when the wheel is turned and button pushed the bush is generally the culprit but if it contacts by turning the wheel without pushing the button try removing the button, if still contacting my guess is the wire insulation inside the mast jacket has worn through.

The "S" wire on the horn button may need adjusting so that the horn is not activated automatically when turning the steering wheel.

You can adjust the wire by grinding a little off the end until it does not beep when turning the wheel. But you may not be able to push hard enough when the wheel is straight to get it to beep.
