Our driver side door locks from the inside by lifting the door handle in the clockwise direction. The passenger side door locks with a key from the outside. We cannot however, lock the passenger door from inside like the driver side. Is this the way its supposed to work ?

sounds about right... interior lock on all my door but passenger, exterior door lock on that one

They used to enter and exit from the passenger door (Curb Side)
They did not exit from the drivers side (Street Side)

You might want to get a 1931 Owner's Manual because that information is in the manual.
