I am reinstalling the front fenders and front grille splash pan. There is a bolt adjacent to the radiator. The splash pan, fender and chassis hole line up. How in the world do you gain access to place the nut under the chassis. I am thinking to bolt the splash pan and fender with the nut above the chassis. It has been about four years of removing parts.
Any advice is appreciative.

I think that is the same bolt I spent a day on it. It was the worst bolt I ever run into, I finally got it but it was a nightmare.

There is a special nut that is actually a clip nut that slides over the chassis rail. It is the Filling station part FS-538 called a "front fender anchor plate". I believe this is what you are talking about.

Originally there was not a separate nut but a "U" nut, speed nut or clip nut. It is a threaded flat steel bar stock that clips onto the frame. You can buy them from the Filling Station part number FS-538 listed as "FRONT FENDER ANCHOR PLATE"

A rubber pad (about 1.5"x2"x1/4" with a 3/8" hole)is placed between the rad apron and the fender. So the machine screw has to pass through apron, pad, fender and then into the C-Clip/nut. The clip nut spaces fender about 1/8" off frame to help prevent rusting/rubbing. I found I had to leave the fender mounting bolts a bit loose to get everything to line up, as you indicated, not an easy job. A second pair of hands helps, and perhaps an awl. GL
