My '32 has a hole in each front fender about 3/8" diameter about 4 inches behind the front edge of the hood and in line with it. There is nothing underneath to connect to. What went in these holes?

Don't know about '32 fenders, but '31 cars have a front radiator apron that sits on top of the fenders at this location and a screw goes through apron, a rubber cushion, fender and into a special clip that fits over frame. There is a corresponding hole in frame for the screw to pass through. Perhaps you have fenders from a '31?
