Ok the big wheel with the gears is the fly wheel right? well i am looking at my starter and the little gear thats supose to connect to that wheel looks to be a quarter inch away inside the starter itself, is this likely or is something wrong and how can i fix it?"

If everything is operating normally, the gear moves outward to engage the flywheel. A 1/4 inch away is the "rest" position.
