Take a look at the picture in the first post. You will notice a small portion of the end of the lighter is green colored. That is a piece of colored glass that will reflect the glow from the element when it becomes red hot. That will indicate the lighter is ready to use and it should "pop-out" automatically.
SAD STORY: I have the "cats eye" lighter in my 1941. Several years ago I was using the 1941 as a service vehicle when we sponsored a NW Meet. I loaded several boxes in the passenger side of the front seat to transport to the banquet room. In driving the boxes shifted and ended up pressing in the lighter, and blocked it's "pop-out" feature. I parked the vehicle to unload the boxes and went inside for a few minutes. When I returned the inside of my car was filled with smoke (no flames yet). It took me a few minutes to figure out what the problem was. By that time it had burned the wire under the dash (source of the smoke). I moved the box and without thinking grabbed the over heated lighter. Didn't take long to find I had looked at it long enough and I dropped it on the ground where it immediately rolled down a sewer drain.
