I can only speak to my 38 but it had welting only between the fenders and body.

My 35 has welting on rear fenders to body, front fenders to radiator shell, and running boards to rocker panels.

Restoring a 37 pick up , should there be welt between the fenders and the bed ?

..NO..But I would place an invisable material between the fender and box to prevent metal to metal contact

They make a black cloth tape that you can use to separate the metal and not be seen…
