Bought fuel pump from napa, Rock auto, O'Reilly, None of them worked. Decided to tear a new one and the old one apart and compare. old one had bad check Valves but good diaphragm. The diaphragm shaft was 1/4 inch shorter on the old pump. When installed in new pump it made the arm reach the cam so it would pump.

Bingo! I have had the same issues with imported fuel pumps. I managed to cure the problem by replacing the valves in the old pump with those taken from the new one.

Almost any “new” mechanical fuel pump is suspect these days. The only solution that seems to work is rebuilding an original one.
