I've been working on a 1949 sedan with a 216cid. Trying to get the car up and running after many years of storage.

When I turn the key to the "on" position the ammeter goes up to the charge position immediately, even with the engine not running. I have a new battery, cables, coil and the starter has been tested and works. Any insight appreciated

Are you aware the the on position is when the key is straight up and down?

Wires on the ammeter must be swopped around

Battery reverse connected may also cause this, should be be battery negative to frame and positive to starter.

Joe,
If you have the emergency brake on, when you turn the key on the brake lights come on because now they have juice. They don't come on unless the key is on, that's why you don't run the battery down when the brake is on but the key is off. Hope this helps.

He has a1949 with hydraolic brakes.
