One key item that we have not talked about is the water pump. Which water pump are you using? Was it recently rebuilt? What is the condition of the impeller?

the water pump is a new short shaft from mother truckers approx.2mos old looking at it i see nothing wrong impeller intact no signs of slipping on the shaft will know more when i get head to shop will let you know on that the fan i am using is 17 inches it is a hair lower from where the stock 15 1/2 fan would sit this problem has me baffled

actually the pump is a year old but i had bypass surgery shortly after buying it and it wasnt used till about 2 months ago so i figure pump is good

It's my thought that the 216 manifold is possibly a problem as it restricts the exhaust flow. I would think that the complete exhaust system should be 235 compatible. On the water flow side I would check the radiator at the top and then bottom to see if it is doing it's job. i did not go back and reread all the post but have you verified that the gauge is fairly accurate ?

I agree that the water pump should be okay.

Do you still have the filter/screen in the upper hose? I would remove it. It might be restricting flow more than you realize.

I found this site to be helpful. https://quick-advices.com/can-exhaust-cause-overheating/ In particular it confirms my suspicions as posted above.
"A restricted exhaust can also cause your engine to run hot or overheat because the engine can’t expel spent exhaust and has to work harder as a result." While it may not be the major cause of your issue it could add to it.
