Is it locking or free spinning type? In other words, when the key is turned one way it engages a latch of some sort that allows the steering wheel to turn the car, when turned the other way disengages and the steering wheel just spins. Is there a cap that covers the area where the steering wheel nut would be? If so look around for a driven in pin that might hold the cap in place. On some of these the pin can only be driven in one way. If there is one(or more), might have to be drilled out to remove the cap to access the nut. If it can be removed, look around for an older locksmith that has been around for a while. They might be able to ether make new key or change the tumblers and fit a key.
