In reading the article "ALL KITTED OUT" about tool kits it states "The tool kit was standard equipment from 1912 until 1948 and became optional in 1949."
Am I correct that a tool kit would not be required for any car/truck starting in 1949 so there would be no deduction for not having one but you could have deductions if you have one and it is not correct for the optional one of the year of your vehicle?

You are correct. Just hope the judged know what the correct tools look like.
That would be the tools for any years.

Thanks Gene. I think a person would be better not to display his tools than take the chance the judge isn't well versed on the tools.

This is the reason we should continue the judging school program. Not just an owner's meeting or "seminar" but a program where Areas of the club conduct classes on a curriculum planned to cover all aspects of the judging program.
