Does anyone make the retainer strips/rails for the beltline molding for a 1946 Fleetmaster four door?

Not that I have ever come across. You most likely will have to find/use some type individual universal clips.

There is an add in G & D magazine by place called Just Clips. Check it out.

Ive used clips from various cars from the 60s, they seem to work well, you have to watch the kind of clip obviously, but concentrated on the same general width of the trim.
