Down below this post you see the Quick Reply window. At the bottom of this section there are three buttons. "Post Reply", "Preview Reply", and "Use Full Editor".
If you click on Use Full Editor, it will give you the full array of editing features. In the Post Options section of this window there is an image of a paper clip and a link to the Attachment Manager. Just click on the Attachment Manager and you should be able to browse to your pictures on your computer and post. There is a file size limit, so if the file is too big you will have to resize it before posting. Hope this helps.

Click on "Use Full Editor" button at the bottom of the posts. It is located at the bottom of the "Quick Reply" window. When the "Use Full Editor" posting page comes up scroll to the bottom of the page and on the left you will see the paper clip right next to "Attachment Manager".

If you will follow the instructions by Jeff it should work. Make sure you follow the steps closely.

Are you a paid member of VCCA or just a member of chat?

Looks like he is not a member of the VCCA so that is probably why he can't access "Attachment Manager".
