What is correct location of front parking lights on a '39?

Above the head light bulb built into the reflector.
The 1940 had the little parking lights on top of the fenders because it had sealed beam head lights and no provision for a parking light bulb.

Thank you (have seen it both ways on a '39, no doubt due to a restorer using what he or she could find at swap meets)
