I would like to understand the HPOCF BEST OF SHOW AWARD. I thought the HPOCF vehicles were not point judge but certified so I do not understand how there can be a Best of Show HPOCF. Is it just the opinion of a few Judges? Please explain.

While I agree with the above how can an award be given when you are comparing the condition of an original 1932 which is over 80 years old, to a 1986 that is only 30 years old.
I see more of the young cars being certified, which is fine but they should not be in the same running as an "OLD" car.
I have mentioned this before.

I have had three cars certified in the last 10/12 years. There was not a HPOCF Best of Show at any of these meets. I think the Best of Show HPOCF award is relatively new and I don't understand it when they are not point judged. Please help me understand it. Thank You.

Good observations, a bit of history on this might help with a better understanding.
When the BOTB program was put together, it was done for two reasons, one was to recognize the better cars shown in the VCCA system and at that time the G&D Editor was lacking articles on cars.
Everybody appreciates the unrestored vehicles and it seemed appropriate that those vehicles should be features in the G&D. The problem was that most owners will not go through the efforts needed to submit an article on their car. Take for example the vehicles that were features in the last two years. The owner of both is a 40 plus year member and has owned one car since new and the 58 since it was considered a nice used car. He would never had gone through the efforts to submit an article or photo's for either car if he were not considered for some sort of recognition.
While true they are certified and not point judged the purpose of the "Best of" was intended to be given to the vehicle that is most representative of that class at that particular meet. Providing that the car certified in four out four areas, it was to be considered, and at that time I instructed the Chief Judge that the age of the vehicle must be factored in There is a problem with older vehicles in that many of them were really perfect candidates for restoration and have fallen to attrition.

At the time we just poured the foundation and framed the house, with the intentions that this was going to be managed and changes made as needed as the system grew upon it's annual evaluation. That has not happened and it seems that management of the VCCA has not shown the interest needed in the Management of the Judging System. It is a compliment that the system has been able to run without any real maintenance or the past 8 years, evidence of this is the manual, the only improvement felt needed was a cover change.

I hope I was able to help answer your question
