Should all three terminals on the turn signal flasher be hot or energized when the ignition key is turned on, or only when the turn signal is activated?

My flasher is only hot at the terminal that leads from the ignition wire when the key is turned on.

Only the one that is from the fused wire. The other two when the switch is activated for a right or left turn.
