I realize that voltage determines when a voltage regulator cuts in and I believe that is about 7.2 v.
What rpm should the generator be turning at that point? Would the number of turns in the field coil determine the rpm or would it be the number of segments in the armature?

Generally, the generator will cut-in at around 650 RPM (generator speed), which is about 9 MPH.
